MOZAMBIQUE INTEGRATED NATIONAL TELEMEDICINE NETWORK
BENEFITS OF THE PROJECT :
The implementation of the ITNT will be coordinated by MICTI, CSIPINTERNATIONALE and Public Health Mozambique, in partnership with the National Council for the Fight Against HIV/AIDS.
The initial costs for obtaining equipment and developing telecommunications infrastructure for the ITNT will be relatively high, but in the long term, this will result in low costs of education and healthcare through the delivery of efficient and cost-effective health care and educational services in Mozambique.
The Telecommunications infrastructure developed by CSIP for use by the ITNT will be available for use by the public and private sectors involving various social and economic development initiatives in Mozambique. The revenues generated through Telecommunications fees for utilization of the network by the private sector and other Departments will be utilized to sustain the network, as the internet technology and e-commerce revenues are received the highly scalable wireless Network will be extended to more rural areas of Mozambique.
In performing cost-benefit analysis of the Telemedicine Network, the following factors should be taken into consideration:
- The Telemedicine pilot project has a potential of building capacity among nurses and other care givers for improved prevention and management of primary healthcare medical conditions such as TB, HIV/AIDS, malaria and other chronic diseases.
- Most consultations will be achieved through effective E-mail and telephone lines. Full telemedicine real time interactive system will only be used for complex cases.
- Telemedicine will significantly reduce the need for patients to travel from rural communities to urban tertiary facilities. This will reduce travel and accommodation costs.
- Additional savings will result from keeping a patient in a local remote and less expensive facility rather than larger and more expensive tertiary hospital.
- The Mozambique countryside will derive further economic benefits from retaining medical professionals in the remote rural communities and utilising local health facilities for various diagnostic studies and procedures.
- Timely diagnosis and treatment provided through telemedicine will contribute to health promotion strategies, disease prevention and reduction of medical complications in the Mozambican populations. These measures will further reduce cost of health care delivery.
- Identifying and analyzing the Mozambican health care problems related to HIV/AIDS is the most essential step in the prevention and Management of HIV/AIDS in Mozambique.
- The Telemedicine project will recruit and train staff in different parts of Mozambique to spend time in entering data on patients social behaviour, voluntary counselling and testing, nutritional status, history of illnesses, drugs used and clinical outcomes as an important part of preventing new infections and improving HIV/AIDS education and health care delivery in the country.
